OK I'm talking about ground based mounts here because I know that you get flying mounts at level 30. But at what level can you get your first running mount? And how much is the cheapest one? I've the horses that are available from NPC's in the main towns, but you need to be level 40 for those and they cost over 2 mil >.<

"Flying mounts" refers to the Flight Device used by the Beast race. This is what they get instead of wings or a flying sword. As such, it easily could be that the first true land pet is 40.

If I do, that means I'll have abandon my current Werefox, create another one in CB only to have that wiped 2 weeks later. I'd rather start over only once.

Yeah thats if I can get to level 49, which I highly doubt with uni exams and all coming up. Besides, I'm getting along fine financially on the CN server, so I expect it'll be much the same in OB.
