Would also like to buy any color horse (but preferably white or chestnut brown).

hi first off you wont find a horse for 1.5m trust me i have been trying to buy one for 1.8 mil and no sellers, people are gonna sel em' for about 3mil cause they've already leveled them up and fed them and everything so save up and go for the NPC price of 2.5mil.

I wouldn't expect to get much of a discount. You should pay more for a horse that's already been levelled. Frankly, I"ll be looking to get my money back, at the very least, so you should be willing to pay a touch more.

Horses should actually never be sold above npc price =x. Leveling it really is just a matter of sitting there for a few hours without any real cost... I don't think anyone would pay 3m for a level 11 horse over 2.5m for a level 1.

Its much easyer to buy a horse from pet shop, though the DQ tablet horse is faster
